The tournament will be hosted by England and will take place from September 18th through October 31st.  A total of 20 qualified teams will play in the tournament with the first round being the pool stage with four groups of five teams. Each pool is a single round-robin of ten games, in which each team plays one match against each of the other teams in the same pool.  A point system based on wins, draws, and tries will determine which top two teams from each pool advance to the quarter-finals and from there winners move on.
